The Environmental, GIS & Urban Resilience Laboratory delivers the environmental science, geospatial analysis and climate-resilience capability that modern infrastructure financing now demands. As multilateral development banks (World Bank, AfDB, EU, MCC) and Liberia’s Environmental Protection Agency tighten safeguard requirements, every major road, mine, energy, water and urban project needs credible baseline data, monitoring and impact verification. This laboratory provides that evidence base — turning environmental and spatial data into defensible decisions for project design, permitting and operation.
Standards: ASTM · AASHTO · BS EN · ISO | Quality system: ISO/IEC 17025-aligned procedures with full sample traceability
What the laboratory does
The laboratory brings together three complementary capabilities:
- Environmental testing and monitoring — measuring the quality of water, soil, air and noise around project sites to verify compliance with EPA permit conditions and lender Environmental and Social Standards.
- GIS and remote sensing — converting survey, satellite and drone data into terrain models, land-use maps, flood and erosion risk layers, and route-corridor analyses.
- Urban resilience — applying this data to climate-adaptive planning — flood modelling, drainage assessment and resilient land-use guidance for Monrovia and Liberia’s rapidly urbanising secondary cities.

Engineering problems we solve
Liberia’s high rainfall, low-lying coastal capital and expanding mining frontier create a distinctive set of environmental and spatial engineering challenges. This laboratory addresses them directly:
- Permitting and compliance risk: providing the credible, traceable environmental data that donor-funded projects need to proceed — removing a frequent cause of disbursement delay and non-compliance.
- Climate and flood vulnerability: flood and drainage modelling that prevents the recurring washouts, culvert failures and urban flooding that shorten the life of Liberian roads and buildings.
- Mining and industrial pollution: monitoring water, soil and air around iron-ore, gold and quarry operations so that environmental harm is detected early and managed within permit limits.
- Poor spatial data for planning: GIS corridor and terrain analysis that reduces costly design changes, earthworks overruns and resettlement during road and utility projects.
Why it matters for Liberia and West Africa
Environmental monitoring is the fastest-growing testing segment identified in SELA’s market research, with 18–22% projected annual growth driven by EPA enforcement and intensifying mining activity. By co-locating environmental laboratory capacity with GIS and resilience services, SELA offers project developers a single partner for safeguards data, spatial analysis and climate-adaptive design — capability that barely exists onshore in Liberia today. For multilateral-funded programmes across the Mano River Union corridor, this laboratory provides the independent, traceable environmental evidence that lenders require, while building national capacity for climate-resilient infrastructure in one of West Africa’s most rainfall- and flood-exposed economies.
