The Building Materials Laboratory tests the structural materials — concrete, cement, reinforcing and structural steel, masonry and their constituents — that carry the loads in every building, bridge and structure our clients construct. These materials determine whether a structure stands safely for its design life or fails prematurely. By independently verifying that materials meet specification before and during construction, the laboratory protects public safety, supports donor compliance, and gives contractors and engineers the documented evidence they need to certify their work.
Standards: ASTM · AASHTO · BS EN · ISO | Quality system: ISO/IEC 17025-aligned procedures with full sample traceability
What the laboratory does
The laboratory covers:
- Concrete — from mix design and trial mixes through to hardened-state verification, including routine construction QA/QC (cube and cylinder testing).
- Cement and aggregates — testing and certification of the constituents that determine concrete quality.
- Reinforcing and structural steel — mechanical testing of bar, sections and welds.
- Existing structures — non-destructive evaluation and forensic investigation where failures or defects occur.
Tests and services
Concrete, Cement & Constituents
| Test / service | Standard(s) | Engineering purpose |
|---|---|---|
| Concrete compressive strength (cubes / cylinders) | BS EN 12390 / ASTM C39 | Verify hardened concrete meets design strength — the core construction QA test |
| Slump / workability | BS EN 12350 / ASTM C143 | Control fresh concrete consistency for placement and durability |
| Concrete mix design & trial mixes | ACI 211 / BS | Optimise strength, durability and cost using local materials |
| Cement testing (fineness, setting, strength) | BS EN 196 / ASTM C150 | Certify cement quality and detect substandard or adulterated supply |
| Non-destructive testing (rebound, UPV, cover) | BS EN 12504 / ASTM C805 | Assess in-situ strength and condition of existing structures without coring |
Steel & Structural Metals
| Test / service | Standard(s) | Engineering purpose |
|---|---|---|
| Reinforcing steel tensile & yield | BS EN ISO 6892 / ASTM A615 | Confirm rebar strength and ductility for safe reinforced-concrete design |
| Bend & rebend testing | BS 4449 / ASTM A615 | Verify steel ductility and resistance to cracking when bent |
| Steel dimensions & mass per metre | BS 4449 | Detect under-sized or under-weight bar — a common cause of unsafe imports |
| Structural steel & weld verification | ASTM A370 / ISO | Validate structural members and fabrication for bridges and buildings |
| Masonry / block compressive strength | ASTM C140 / BS EN 772 | Certify blocks and bricks used in walls and load-bearing masonry |
Engineering problems we solve
Across Liberia and West Africa, structural failures and rapid deterioration are frequently traced to substandard concrete and uncertified imported steel. This laboratory directly counters those risks:
- Substandard concrete: testing cement, aggregates and hardened concrete so that weak, contaminated or poorly proportioned mixes are detected before they are built into structures.
- Counterfeit and weak steel: tensile, bend and dimensional testing that exposes under-strength or under-sized reinforcing bar entering the market — a widespread and dangerous problem in the region.
- Costly, unreliable mixes: optimising mix designs around locally available cement and aggregate, reducing material cost without compromising strength and durability.
- Unknown condition of existing structures: non-destructive testing and forensic investigation of existing or distressed structures, supporting safe rehabilitation, extension or demolition decisions.
Why it matters for Liberia and West Africa
Concrete and steel testing are foundational to the public-building, bridge, hospital, school and commercial construction pipeline that government and donors are funding across Liberia. Donor-financed works require ISO/IEC 17025-grade certification of structural materials as a condition of payment, yet that capacity is scarce locally. This laboratory lets contractors and consultants test and certify materials onshore — eliminating sample shipment abroad, accelerating construction QA/QC and embedding a culture of verified structural safety. As regional construction intensifies, SELA’s building-materials capability positions it as a trusted certification partner for projects throughout the Mano River Union.
